What Are the Two Options for HAA Funding Going Forward?

HAA wants to move towards funding based on actual income and not projected income. This is in addition to appropriating 2021 HOT revenue to fulfil ALL current grants (to our knowledge). They have informed us of two options, both of which involve banking HOT revenue received from the city, while freezing at least one year of grants and/or greatly diminishing granting capacity. 

Option 1: 

  • Use HOT Funds from 2021 to continue paying 2020 Grantees until their contracted grant amount is met. It is unlikely that there will be a funding cycle for 2021
  • Bank allocated HOT Funds from 2022 to be put towards the 2023 funding cycle. No funding cycle in 2022.
  • Begin funding cycle again in 2023 from the funds banked from the previous year.
  • This option means there will be no funding cycles from HAA for a total of two years, 2021 and 2022.

Option 2:

  • (similar to Option 1) Use HOT Funds from 2021 to continue paying 2020 Grantees until their contracted grant amount is met. It is unlikely that there will be a funding cycle for 2021.
  • Instead of banking the entirety of allocated HOT funds from 2022, bank 50% of HOT funds and grant 50% of HOT funds from that year.
  • Continue to bank 50% of HOT funds and grant 50% of HOT funds in 2023.
  • This option means there will only be one year without a funding cycle and TWO subsequent years of funding at about 50% capacity (of roughly the current amount)

We find both these options to be unacceptable and ask that the Mayor, MOCA and HAA work together to respond to our statement.
